Whereas, all children and youth learn best when they are learning in a healthy and safe environment, enabling them to thrive academically, socially and emotionally; and
Whereas, schools can support learning and meet the needs of the whole child by providing an individualized level of support appropriate for each child; and
Whereas, sound psychological principles are integral to successful instruction and learning social and emotional development, prevention and early intervention of learning and behavioral problems, school safety, and fostering a supportive environment for our culturally diverse student population; and
Whereas, school psychology has over 60 years of well-established, widely recognized and highly effective practices and standards that are clearly articulated in the National Association of School Psychologists' Model for Comprehensive and Integrated School Psychology Services; and
Whereas, school psychologists are specially trained to foster and deliver a continuum of mental health services and academic support that lowers barriers to teaching and learning in the school and community, and can help children thrive by nurturing their individual strengths across both personal and academic endeavors; and
Whereas, trained health professionals can recognize personal and environmental barriers to learning, recommend and implement prevention and intervention strategies, and evaluate outcomes and improve accountability; and
Whereas, the Hawai'i Association of School Psychologists encourage current effective practices in psychological assessment, educational intervention, legal and ethical issues and mental health to meet the unique needs of Hawai'i's students, schools and communities;
Therefore I, David Y. Ige, Governor, and Shan S. Tsutsui, Lieutenant Governor of the State of Hawai'i, do hereby proclaim November 14-18, 2016 as School Psychologists Awareness Week
